Safe Housing Outreach Ministry CDO was founded with one urgent mission: to provide safe shelter and support to battered women and children fleeing dangerous and life-threatening situations. We have always believed that every person — regardless of their circumstances — deserves safety, dignity, and a roof over their head.
Over the years, our reach has expanded. While our commitment to survivors of domestic violence remains at our core, we now proudly serve the broader community across Detroit Metro, Michigan and Dallas/Kaufman County, Texas — offering emergency housing, transitional programs, affordable housing, homeownership pathways, workforce development, job readiness training, financial literacy, tax preparation, childcare, and wraparound stability programs.
We are a faith-rooted Community Development Organization driven by the belief that stable housing is the foundation of everything — health, education, employment, and family wellbeing. Established September 2016.

From emergency shelter to homeownership readiness — Safe Housing Outreach Ministry CDO meets our neighbors where they are across Detroit Metro, Michigan and Dallas/Kaufman County, Texas, and walks with them toward lasting stability.
Emergency Housing
For individuals and families in immediate crisis across Detroit Metro and Dallas/Kaufman County, we provide emergency shelter placement, rapid-response referrals, and coordinated case management to ensure no one is left without a safe place tonight.
- 24/7 emergency shelter placement
- Transport to safety for families in danger
- Recovery of vital documents: birth certificates, Social Security cards, state IDs
Transitional Housing
Our transitional housing program bridges the gap between emergency shelter and permanent housing in both Michigan and Texas. Separate units for women, teenagers, and families — 4 to 5 residents per unit.
- Maximum stay: 182 days with 24-hour on-site supervision
- 2–3 bedroom units with full living space
- Required counseling sessions and life-skills workshops
- Case management from intake through permanent housing placement
Low-Income & Affordable Housing
We connect low-income families with affordable housing resources across Detroit Metro, Michigan and Dallas/Kaufman County, Texas — rental assistance, housing voucher navigation, and subsidized placement.
- Rent based on income percentage using U.S. HUD guidelines
- 100% of units reserved for low-income families
- Government subsidies and housing vouchers accepted
- All programs comply with the Fair Housing Act
Home Ownership Programs
We guide families in Detroit Metro and Dallas/Kaufman County on the complete path from renting to owning their own home — with financial coaching, credit guidance, and down-payment grant connections. Homeownership is within reach.

Financial Empowerment
Our Pathways to Stability program is a holistic financial empowerment initiative helping low-income families in Detroit and Texas achieve long-term financial security and housing stability.
- Free or low-cost tax preparation (sliding scale available)
- Personalized financial planning and budgeting
- Credit guidance and savings planning
- Strategic use of tax refunds toward housing and stability goals
Workforce Development & Job Readiness
We prepare residents and community members in Detroit Metro and Dallas/Kaufman County for meaningful, sustainable employment — at no charge to residents within our transitional housing program.
- Resume writing and interview coaching
- Job search strategies and employer connections
- Computer training and free lab access (open to the public)
- Professional etiquette and workplace communication
- Entrepreneurship track and career development counseling
Survivors & Family Support
Our founding mission lives on. We provide trauma-informed care, advocacy, and comprehensive support for survivors of domestic violence in Detroit Metro and Dallas/Kaufman County — helping women and children rebuild with safety and dignity.

Homeless Prevention & Case Management
We walk alongside families every step of the way — from crisis stabilization through long-term housing stability. Our dedicated Case Managers provide personalized guidance, connecting each family to the resources, tools, and support they need to build a self-sufficient and stable life.
- Emergency rental & utility assistance for families facing eviction within 14 days
- Dedicated Case Manager assigned to each family from intake through stability
- Individualized Housing Stability Plan — short and long-term goal setting
- Budget counseling, credit building, and savings coaching toward homeownership
- Coordination with landlords, agencies, and community resources
Community Outreach
Our outreach teams go directly into neighborhoods across Detroit Metro, Michigan and Dallas/Kaufman County, Texas — connecting residents to food, clothing, resources, and all of our programs.
- Monthly food distribution: dry goods, canned food, and bread
- Monthly clothing & shoe distributions — all ages, no charge
- Vehicle donation program for employment transportation
- Global outreach — South Africa: free medical clinics, job training schools, and water wells
